City of Olathe Planning works toward realizing the community’s vision and goals for high quality growth and development while preserving the character of existing neighborhoods and services to residents.

The division is responsible for all current and future planning, zoning and development activity by managing the following:

Landscape inspections
Permit reviews
Review of new development and redevelopment activities
Updates to the Unified Development Ordinance.

The division provides support to the Planning Commission and City Council regarding planning items and leads long-range planning initiatives in the following areas:

Olathe Historic Preservation
Oversight and Annual Updates to the City’s Comprehensive Plan (Plan Olathe)

The public is invited to attend all Planning Commission meetings or watch the meetings live online. The public may also watch at their convenience once the meeting video is archived.

Current Planning Projects

Through review of new development projects, planning staff ensure that the long-range plans of the City are implemented, and that new development and redevelopment adheres to the City´s codes and regulations. Planners work with developers, architects, engineers, attorneys, and property owners to achieve a balanced integration between new development and the built environment.

Zoning

Request a Pre-Application Meeting

The pre-application process provides an opportunity for you and City staff to exchange information and discuss issues that impact the design of your project. Meetings are held on Thursday mornings starting at 8:30 a.m. and typically last 50 minutes. You must request a pre-application meeting using the City of Olathe’s Customer Self-Service (CSS) Portal. Applicants must have a registered account to use the CSS Portal, which may be obtained using this registration link. Once an application is submitted, the Planning Division will reach out to schedule you for the next available meeting.

A site drawing of the property and any files (elevations, floorplans, etc.) that you wish to discuss at the meeting must be submitted by noon on the Thursday preceding the scheduled meeting in order to proceed.

Please note, pre-application meetings are intended to provide you with as much information as possible, but they do not constitute full or formal reviews of a proposal. Once information is provided with your formal application submission, comments may change and additional information may be provided.

Effective February 17, 2023, all planning and development applications must be submitted online through the City of Olathe’s Customer Self-Service (CSS) Portal. Applicants must have a registered account to use the CSS Portal, which may be obtained using this registration link. All application forms, the filing fee schedule, and the Development Review Schedule are available below. Staff will confirm your placement on the Development Review Schedule once all required documents are submitted.

Comprehensive Plan (Plan Olathe)

Olathe’s Comprehensive Plan (Plan Olathe), adopted by Council in 2010 and updated in 2021, is the city’s policy document, guiding growth and development throughout the community. The maps (linked below), goals and policies of the Plan provide the basis for Olathe's regulations, programs and services.

Unified Development Ordinance

Commonly referred to as UDO, the Olathe Unified Development Ordinance includes zoning and subdivision platting regulations, regulates and controls development and use of land to promote public safety, health, and general welfare of the community. The documents listed below support the UDO.

Licenses, Permits and Inspections

Inspections are required for various phases and types of construction and remodeling. All contractors doing work within the City of Olathe must be licensed by the City.

Permits are required for commercial buildings and remodels, as well as many residential repairs, additions and remodels.

Temporary Sales & Event Permit - required for temporary events on private property

Building Codes administers and enforces building codes and ordinances to provide safeguards for protection.
