No, the City uses multiple funds. Separate funds are used to ensure that revenues and expenditures are managed appropriately. There are specific revenue sources that are restricted or committed to expenditures for specific purposes. Each fund is treated like a separate checkbook.

The General Fund (operating fund) is the City of Olathe’s principle funding mechanism for general government operations. The primary sources of revenue for this fund are property tax, sales tax and franchise fees. The general fund is used to pay for items such as police, fire, streets, planning, code enforcement, park operations, animal control and general City operations.

As a Johnson County resident, your property tax is included in a number of property taxing jurisdictions which may include cities, county, state, school districts, libraries, the community college, among others. If any of the taxing jurisdictions elect to use some or all the new revenue, you will receive a taxpayer notification form from Johnson County. It is important to note that taxing jurisdictions, including the City of Olathe, cannot exceed the revenue-neutral rate without first approving a resolution or ordinance. Notification requirements do not apply to the State of Kansas.

A revenue neutral rate (RNR) is the tax rate in mills that would generate the same property tax revenue in dollars as the previous tax year using the current tax year’s total assessed valuation.

A mill levy is the tax rate that is applied to the assessed value of your property. One mill is $1.00 per 1,000 of assessed valuation. The average Olathe home’s appraised value is $307,000. For this example, the assessed value would be 11.5% or $35,305. One mill would be $35.31 in tax dollars.

Mill = $307,000 x 11.5% / 1,000 = $35.31
