I-35 and 119th Street Improvement Project
Improving Traffic Flow In Olathe
The I-35 and 119th Street Improvement Project will improve the safety and efficiency of a major regional interchange and related features that serve a unique blend of freight, light industrial, office, entertainment, and residential districts in the City of Olathe.
This project will address existing and future traffic needs. Due to rapid growth in the area, this interchange routinely has vehicles backed up onto I-35, especially during peak morning and afternoon periods. The crash rate is 11 times the national average for comparable interchanges. The City and the Kansas Department of Transportation (KDOT) selected the diverging diamond interchange (DDI) as the most effective solution through extensive study, public engagement, and design processes. Goals of the DDI and related improvements include:
- Enhancing safety by reducing conflict points
- Increasing traffic capacity by improving turn movements to and from I-35
- Minimizing impacts to businesses in the area during construction
- Keeping construction costs low
Sources and uses of funding for the project's $25.4 million capital costs include survey, design, environmental analysis, land acquisition, utilities, construction, inspection and testing, and other project management staff costs. The City will use local revenue sources to pay for 41 percent of the project, (in addition to the City's previous $3 million investment in years 2016-2019 for planning and design activities). KDOT and the BUILD Grant will fund the remainder.

Renner Blvd. congestion backs up interchange traffic, poses safety hazards and can lead to environmental impacts

Reduces collisions and environmental impacts, improves efficiency and provides additional access to businesses
3. Problem: I-35 Ramps
Traffic backs up onto I-35 causing higher crash rates and unreliable travel times
Solution: Ramp Expansions
Improves efficiency while reducing collisions and environmental impacts
September 30 Update
The 119th Street Bridge over I-35 has re-opened, allowing traffic to flow in both directions on the bridge and commuters to use the new diverging diamond interchange when exiting off I-35 onto 119th Street.
Improvements during this phase of the project include the diverging diamond interchange, a full mill and overlay of the 119th Street bridge deck, widening of exit ramps, and extending turn lanes.
Because of ongoing work on the 119th Street bridges over BNSF railroad and other ongoing construction activities, there will continue to be traffic control and lane drops on 119th Street throughout the remainder of construction, which is scheduled to last through the end of this year.
August 31 Update
Work on the 119th & I-35 project continues with crews installing traffic signals, pouring pavement, and working on the curb and median outside the bridges. The outside decks of the BNSF bridges have been poured, and crews are working on barrier walls before beginning demo of bridge interiors in early September.
Work on the 119th Street bridge over I-35 continues to move at a good pace. In July, a complete mill and overlay of the bridge deck was added to the scope of the project, slightly extending the closure period. During the mill and overlay process, crews discovered that additional removal and repair work was needed. Due to these unforeseen circumstances, the closure of the 119th Street bridge has been extended through the end of September, 2021. Residents and businesses in the area will receive a postcard informing them of the change.
We apologize for the delay but thank you for your patience as we work to complete this project safely and in a timely manner.
July 23 Update
As the 7th week of the 119th Street bridge closure comes to a close, crews continue to work on the outside edges of both bridges over I-35. The widening of all four ramps is also well underway with additional storm sewer being installed and pavement being poured in to next week. Crews continue to work on underground electrical and have started to set pole bases for the new traffic signals at the ramps.
Work on the BNSF bridges is continuing with new piers and girders in place for both the north and south sides of the bridges. Deck work continues and the new deck extension on the westbound bridge should be poured next week.
Along with the bridge work, roadway items between Barney Boulevard and Kansas City Road are nearly complete along with those between I-35 and Strang Line. Final striping, backfilling behind retaining walls, underground fiber, irrigation, and median landscaping are the remaining roadway items.
For the remainder of the closure, ramp traffic will be switched over to the newly widened pavement to allow for construction on the existing lanes. The widening of the bridges over BNSF will be completed on the exteriors and crews will move to start work on the interiors of the bridges. The deck replacement for the demoed areas on the I-35 bridges will be completed, new barriers will be poured, a 2 ¼” mill and deck overlay will be completed and new traffic signals will be installed.
119th Street over I-35 is tentatively scheduled to re-open to traffic in mid-September.
June 1 Update
The 119th Street Bridge over I-35 is now closed for construction. It is anticipated that this closure will last approximately 90 days. The closure will restrict left turn access on and off the interstate as well as traffic crossing the interstate. Right turn movements on and off the interstate at 119th Street will still be available during this time. Please follow the marked detour.
Overall project completion is tentatively scheduled for the end of 2021.
April 22 Update
As part of the ongoing construction of the I-35 Interchange, the 119th Street Bridge over I-35 will be closed starting June 1, 2021. This closure will last 90 days and will restrict left turn access on and off the interstate as well as traffic crossing the interstate. Right turn movements on and off the interstate at 119th Street will still be available during this time. Please follow the marked detour.
This closure was originally scheduled to begin no earlier than July 1; however, due to steel delivery delays, it became apparent that the project construction timeline would need to extend into 2022. Staff determined methods and schedule modifications to reduce the impacts of the steel delay, shifted the phase of construction affected by the steel to a later date and rescheduling the bridge closure to June 1. The closure will remain at 90 days and construction will continue on the BNSF bridges following the complete closure.
Overall project completion is tentatively scheduled for the end of 2021.
March 30 Update
Crews completed waterline work and are finishing up storm sewer construction on the east side of I-35. Curb work and widening on the west side of I-35 to Renner Rd. continues.
Through the beginning of April, construction between Barney Blvd. and Renner Rd. will be focused on median removal and street widening. Electrical crews are working underground through the project area.
The demolition work on the outside of the bridges over the BNSF railroad is complete. Work on the abutments and piers will continue.
February 25 Update
Kansas City Rd. will be closed from the 119th St. ramp to Bass Pro Dr. beginning at 8 p.m. on Friday, Feb. 26 through 6 a.m. Monday, Mar. 1 for demolition activities. Detours will be provided. Please use an alternate route.
Construction is progressing on 119th St. with continued permanent lane drops. Please expect delays.
Crews have completed all storm sewer, waterline and sanitary sewer work west of Kansas City Rd. Streetlights have also been removed. Construction of new storm sewers and waterlines between I-35 and Strang Line Rd. has begun.
Construction is also occurring below the 119th St. bridges. Crews are working on the new piers needed for the BNSF bridges. Demolition of the outside barriers on the BNSF bridges are scheduled for the last weekend of February and will require Kansas City Rd. to be closed to traffic.
January 4 Update
Crews are continuing demolition of storm and sanitary sewers between Barny Rd. and Renner Blvd. Median bricks and streetlights are being removed on the north side of 119th St.
Bridge construction will begin on the BNSF bridges under 119th St. in the next few weeks.
Traffic on 119th St. between Kansas City Rd. and Barney Rd. will be reduced to one lane in each direction.
November 19 Update
Through the end of the year, construction will be focused on the stretch of 119th St. between Kansas City Rd. and Barney Blvd. Permanent lane drops can be expected on 119th St. Please expect delays.
During this time, crews will remove and reconstruct medians on 119th St. between Kansas City Rd. and Renner Blvd. Following the median improvements, they will begin demolition and storm sewer installation on the north side of 119th St. There will also be a new underground pipe crossing installed just west of Renner Blvd.
Crews will begin widening the BNSF bridge in mid-December, weather dependent. The work will initially be focused near the intersection of 119th St. and Kansas City Rd. During this time, traffic on Kansas City Rd. will be reduced to one lane in each direction. Please expect delays.
