System Development Fees (SDFs)

SDFs are collected when properties are developed, based upon the expected use and capital investment needed to pay for additional water treatment, distribution, and collection.

Water Meter Size

The water meter size depends on the amount of flow needed for the new facility.
  • Residential users have a 5/8-inch water meter. 
  • Residential 1-inch meter is available if fixture value demands require it.  
  • Maximum Allowable Flow (maximum stainable flow) and Typical Flow measurements are published in units of gallons per minute (GPM) below:

Customers who receive water from WaterOne, sewer meters for 3/4" meter (25 GPM) will have an SDF of $7,500, based upon a Maximum Allowable Flow for 30 GPM and Maximum Fixture Units of 53 Flush Tanks or 14 Flush Valves.

Service Connection Fees

Service connection fees cover the cost of meters and inspections provided by the City at the time of installation. 

  • The city provides corporation stops for 5/8" and 1" taps. 
  • Contractors provide the tapping saddle for all other applications.
  • The sewer service connection fee is $110.00.  The charge is included in the building or plumbing permit.
  • The water service connection and permit fees are based on the water meter size.
  • Fire lines greater than 2-inches are subject to a $120.00 inspection fee. The contractor provides the tap and materials.

Secondary Meter Fees (Irrigation)

The following costs include a meter, inspection and permitting fee for meters in addition to a domestic meter.

Clare Road Waterline Buy-In Connection Fee

Properties located in the Clare Road area, as established in Olathe Municipal Code, Chapter 13.36, are subject to an additional buy-in fee to connect to City of Olathe water. Property owners are required to complete the Clare Road Buy-In Form when making an application for water service. System development fees and connection fees still apply.

Water Main Extension Fees

  • Water main extension fees are paid to the Public Works Department.
  • Contact Customer Service at 913-971-9311 for more information.

Water Connection Tap Materials

  • The City of Olathe provides the water meter.
  • Contractors must supply all other materials and services including the tapping saddle for meters 1 1/2" and above. 
  • The City taps and inspects all meters 2" and below. 
  • The contractor taps and the City inspects all meters 3" and above.
  • Charges for other materials may apply.

Water Line Materials (From the setter to the building)

  • From three feet beyond the setter to the building, the water service line pipe may be of any material allowable under the International Plumbing Code 2000, Section 605.4. 
  • If a non-copper pipe is used, a dielectric adapter may be required as described in IPC 605.22.1.
